Disciplinary Tribunal Deputy Chairs

26 March 2020

The Teaching Council of Aotearoa New Zealand (the Teaching Council) is looking for experienced lawyers, to appoint as Deputy Chairs on the New Zealand Teachers Disciplinary Tribunal (the Tribunal).

The Tribunal conducts hearings of cases referred to it by the Teaching Council’s Complaints Assessment Committee related to the misconduct of individual teachers.  The Tribunal sits as a panel, and each panel comprises of three members: a lawyer as Chair, and two registered teachers.

You must be a lawyer who has held a practising certificate for at least 7 years, and you must hold a current practising certificate.

You must have a background of litigation in courts in New Zealand.  Ideally you will have experience in decision-making and decision writing, preferably in arbitration, adjudication or quasi-judicial proceedings.

You also would be familiar with proceedings before professional disciplinary bodies, and with the functions of professional bodies.

You must be able to demonstrate efficient work habits and commit to completing written decisions within 6 weeks of the applicable hearing.

If appointed, you would join a small group of lawyers who act as Tribunal Chairs.  Cases are allocated to each chair via a coordinator.  We are looking to appoint additional Deputy Chairs who can make a commitment to the Tribunal of one to two days each month, along with completing written decisions each month.

Tribunal hearings either take place in person or ‘on the papers’ with the pre-hearing conferences conducted remotely by teleconference.  Some travel may be required for hearings in person, and for Tribunal meetings.

Fluency in te reo Māori is desired, along with knowledge and understanding of tikanga Māori.  Excellent interpersonal skills are also required.
