Cabinet paper outlines possible BEPS measures

15 December 2016

Following an Official Information Act request, Revenue Minister Michael Woodhouse has released a Cabinet paper providing information on base erosion and profit shifting (BEPS) measures being considered by the Government.

The measures would strengthen the transfer pricing and permanent establishment rules to address BEPS strategies used by some multinationals.

The paper seeks agreement for preparation of a Government discussion document on measures to strengthen transfer pricing rules and prevent permanent establishment avoidance. Public feedback would be invited.

The paper says the plan is to release a discussion document to consult on the issue in early 2017.
