Select committee unable to decide on bill

The Government Administration Committee has released a report on the Healthy Homes Guarantee Bill (No 2), saying it was tied in a vote and unable to agree on whether the bill should be passed.

The member's bill in the name of Andrew Little seeks to amend the Residential Tenancies Act 1986 with the purpose of ensuring that every rental home in New Zealand meets minimum standards of heating and insulation.

The bill would require the Ministry of Business, Innovation and Employment to prepare and publish minimum standards of heating and insulation for rental properties, within six months of the bill commencing.

The committee says the bill has a similar purpose to the Healthy Homes Guarantee Bill 2013 which was debated on 18 March 2013 but did not proceed.

The bill was referred to the committee on 4 May 2016 with submissions closing on 23 June 2016. There were 890 submissions from interested groups and individuals and the committee heard oral evidence from 31 submitters.
