PCO gives Access to Secondary Legislation update

The Parliamentary Counsel Office has released a technical update on its Access to Secondary Legislation project.

The project aims to make secondary legislation readily accessible, and the PCO has surveyed over 2,000 Acts, bills and legislative instruments to identify empowering provisions.

The update says the access project has been awarded "star commitment" status by the international Open Government Partnership Independent Reporting Mechanism. It says star commitment status is awarded to exemplary reforms that have a potentially transformative impact on a nation's citizens.

In other developments, all first-draft amendments to primary legislation for inclusion in the Secondary Legislation (Access) Bill have been completed and discussions concluded with the Ministry of Justice on 370 amendments for which it is responsible.

The PCO says it is focused on introducing the bill in the second quarter of 2019.
