Regulations notified: 25 February to 1 March 2012

The following regulations were notified in the New Zealand Gazette published on 1 March 2012:

Ombudsmen Act (Schedule 1––Crown Asset Management Limited) Order 2012 (SR 2012/14)
Made pursuant to section 32 of the Ombudsman Act 1975. In force 29 February 2012. Inserts the name Crown Asset Management Limited into Part 2 of Schedule 1 of the Ombudsmen Act 1975, meaning both the Ombudsmen Act 1975 and the Official Information Act 1982 will apply to Crown Asset Management Limited.

Public Finance (Crown Asset Management Limited) Order 2012 (SR 2012/15)
Made pursuant to sections 3A(1)(a)(iv) and (b) of the Public Finance Act 1989. In force 29 February 2012. Inserts the name Crown Asset Management Limited into Schedule 4 of the Public Finance Act 1989, meaning that, under sections 45M and 45N of that Act, certain provisions of the Crown Entities Act 2004 apply to the company as if it were a Crown entity under the Crown Entities Act 2004

Health Entitlement Cards Amendment Regulations 2012 (SR 2012/16) 
Made pursuant to section 92(3) of the New Zealand Public Health and Disability Act 2000 and section 132A of the Social Security Act 1964. In force 1 April 2012. Amend the Health Entitlement Cards Regulations 1993, raising the income entitlement thresholds that are used to determine a person's eligibility for a community services card. These increases reflect a 1.77% increase in the New Zealand Consumers Price Index from the December 2010 quarter to the December 2011.

Social Security (Long-term Residential Care) Amendment Regulations (No 2) 2012 (SR 2012/17) 
Made pursuant to section 155 of the Social Security Act 1964. In force 1 April 2012. Amends the Social Security (Long-term Residential Care) Regulations 2005. One amendment increases the clothing allowance payable under regulation 7, while the other amendment increases the personal allowance under regulation 12 and as defined in section 136 of the Social Security Act 1964.

Children, Young Persons, and Their Families (Minimum Rates of Payment for Board and Lodgings) Order 2012 (SR 2012/18)
In force 1 April 2012 by virtue of section 363(8) of the Children, Young Persons and their Families Act 1989. Increases the minimum rates of payment to persons and organisations in whose charge a child or young person is placed pursuant to section 362 of the Children, Young Persons, and Their Families Act 1989.

Social Security (Childcare Assistance) Amendment Regulations 2012 (SR 2012/19)
Made pursuant to section 132AC of the Social Security Act 1964. In force 1 April 2012. Amend the Social Security (Childcare Assistance) Regulations 2004, by increasing the rates of childcare and OSCAR (out-of-school care and recreation) subsidies available to certain caregivers with dependent children.

Social Security (Income and Cash Assets Exemptions) Amendment Regulations (No 2) 2012 (SR 2012/20)
Made pursuant to sections 132 and 132AA of the Social Security Act 1964. In force 1 April 2012. Amend the Social Security (Income and Cash Assets Exemptions) Regulations 2011 and increase from $3.27 to $3.33 the specified maximum income exemption for hourly payments received on or after 1 April 2012 for home-based education and care of a child.

Social Security (Rates of Benefits and Allowances) Order 2012 (SR 2012/21)
Made pursuant to sections 61H and 61HA of the Social Security Act 1964 and section 15 of the New Zealand Superannuation and Retirement Income Act 2001. In force 1 April 2012. Increases most benefits, pensions, and allowances to reflect a 1.77% increase in the New Zealand Consumers Price Index from the December 2010 quarter to the December 2011 quarter.

Social Security (Temporary Additional Support) Amendment Regulations (No 2) 2012 (SR 2012/22)
Made pursuant to section 132AB of the Social Security Act 1964. In force 1 April 2012. Amend Schedule 2 of the Social Security (Temporary Additional Support) Regulations 2005 by increasing the limits on certain allowable costs for which temporary additional support may be granted.

Student Allowances Amendment Regulations 2012 (SR 2012/23)
Made pursuant to section 303 of the Education Act 1989. In force 1 April 2012. amend Schedule 2 of the Student Allowances Regulations 1998. Increase the rates of basic grants and the rate of the independent circumstances grant to reflect a 1.77% increase in the New Zealand Consumers Price Index from the December 2010 quarter to the December 2011 quarter

Commodity Levies (Kiwifruit) Order 2012 (SR 2012/24)
Made pursuant to section 4 of the Commodity Levies Act 1990. In force 1 April 2012. Imposes a levy, payable to New Zealand Kiwifruit Growers Incorporated, on kiwifruit exported to any place outside New Zealand other than Australia.The levy is payable by exporters, who can recover the amount of the levy as a debt due from growers.

War Pensions Amendment Regulations 2012 (SR 2012/25)
Made pursuant to section 96 of the War Pensions Act 1954. In force 1 April 2012. Amend the War Pensions Regulations 1956 by increasing a number of allowances, loans and bursaries by 1.77% (reflecting the increase in the New Zealand Consumers Price Index All Groups excluding cigarettes and other tobacco products).

War Pensions (Rates of Pensions, Lump Sum Payments, and Allowances) Order 2012 (SR 2012/26)
Made pursuant to sections 74C and 75C of the War Pensions Act 1954. In force 1 April 2012. Amends the War Pensions Act 1954 by increasing the rate of pensions and other payments.

Health Practitioners (Quality Assurance Activity—Gillies Hospital) Notice 2012 (SR 2012/27)
Made pursuant to section 54 of the Health Practitioners Competence Assurance Act 2003. In force 2 March 2012. Declares the quality assurance activity called the Gillies Hospital Quality Assurance Activity to be a protected quality assurance activity.

Takeovers Code (Open Country Dairy Limited) Exemption Notice (No 2) 2012 (SR 2012/28)
Made pursuant to section 45 of the Takeovers Act 1993. Applies to acts or omissions on or after 15 February 2012. Expires on the close of 31 March 2013. Applies to Talley’s Group Ltd, AFFCO New Zealand Ltd and Open Country Dairy Ltd.

Takeovers Code (Open Country Dairy Limited) Exemption Notice 2012 (SR 2012/29) 
Made pursuant to section 45 of the Takeovers Act 1993. Applies to acts or omissions on or after 15 February 2012. Expires on the close of 31 December 2012.

Game Licences, Fees, and Forms Notice 2012 (SR 2012/30)
Made pursuant to section 72(3A) of the Wildlife Act 1953. Clause 10 in force 5 May 2012, the rest of the notice in force on 28th day after notification in Gazette (notification on 1 March 2012). Fixes the forms and classes of licence to hunt or kill game for the 2012-13 open season for game. Fixes the scope and effect of those classes of licence, provides for the licences issued for any region to be available in all other regions, fixes the fees payable to fish and game councils for licences to hunt or kill game and fixes the fees payable to fish and game councils for the game bird habitat stamp.
