Donna Llewell has been appointed the first in-house legal counsel with the Bay of Plenty Regional Council/Toi Moana based in Tauranga. 

Admitted in June 1995, Donna has returned to her home territory after many years of public practice in Wellington where she has specialised in Treaty of Waitangi negotiations and settlement implementation, environmental, resource management, regulatory and public administrative law.  

Donna is also known for her legal voluntary and academic work in the Vanuatu and Bougainville.
